According to the Govrnmental Decree n° 2019-653 dated on July29, 2019 related to regulating and operating methods of the National Commission against Trafficking in Persons

The Commission is composed of :

  • The President of the Commission,
  • The Council of the Commission,
  • The Permanenent Secretariat of the Commission.

1. The President of the Commission :

  • Convening meetings of the Commission, regulating its agenda and following up the implementation of its decisions,
  • Supervising the administrative management of the authority,
  • Supervising the preparation of the Commission’s annual report and all reports on its area of intervention,
  • Concluding agreements and memorandums of understanding within the framework of national and international cooperation,
  • Supervising the follow-up of files transmitted to the Commission,
  • Representating the Commission in all administrative and judicial matters,
  • Overseeing the implementation of all other functions related to the activity of the Commission.

The President may delegate in writing some of the functions specified in paragraph 1 of this chapter to any member of the Commission or to the agents under his authority.

The President may, in the context of administrative management, delegate his signature within the limits of the powers of the persons delegated.

2. The Council of the Commission

Meetings of the Commission Council shall be chaired by the President or his or her officers of the Commission.

The deliberations of the Commission shall be confidential and shall be held in the presence of at least half of its members. In case of absence of a quorum, a second meeting shall be called at least seven (7) days after the date of the first meeting and its deliberations shall be valid, no matter how many members are present.

Persons invited to the meetings of the Commission Council  shall not participate in the voting on the meaning of chapter 45, paragraph 3, of Act No. 61 of 2016 referred to above.

The meeting of the Council of the Commission shall  include a transcript signed by the President of the Commission or his/her Vice-President, with members to follow up on the implementation of the decisions of the Commission in coordination with their ministries, if necessary.

3. The Permanent Secretary of the Commission

  • Receipt of complaints and petitions,
  • Preparation of files submitted before the Commission,
  • Editing and preservation of transcripts of meetings,
  • Organization of meetings of the Commission,
  • Management of the Commission’s information system,
  • Preparation of research and collection of necessary references for meetings of the Commission,
  • Follow-up to national and international cooperation projects,
  • Overseeing the establishment and the follow-up of the Commission website,

  • Completion of all tasks entrusted by the President of the Commission.

Methods of operation of the Commission

In order to carry out its functions, the Commission shall be convened by specialized committees of its members chaired by one of them who shall be entrusted with the consideration of a particular matter within its area of competence.

Committee activities
These committees meet periodically, depending on the topics and priorities raised, with advance information of at least five days’ duration. The chairpersons of these committees can invite all those who see interest in his presence.
